Sebastián holds a law degree from Pontificia Universidad Católica del Perú (PUCP). He has six years of professional experience in Administrative Law and Regulation, with a strong emphasis on the energy and telecommunications sectors, infrastructure projects, and Public-Private Partnerships. Sebastián is fluent in English.
Professional experience
Sebastián previously worked as an Associate at Miranda & Amado (2023–2024) and Dentons (2021–2023), and as a Legal Assistant at Payet, Rey, Cauvi, Pérez Abogados (2020–2021).
He has extensive experience in designing and evaluating regulatory frameworks, defense in administrative enforcement and tripartite proceedings (procedimientos sancionadores y trilaterales), as well as public procurement schemes for investment projects. He also specializes in antitrust compliance analysis for regulated sectors and network industries.
Academic Activity
Ranked 1st overall in the XXIV OSIPTEL University Extension Program on Telecommunications Regulation (2020) and holds a Post-Graduate Diploma in Electricity Sector Regulation from Universidad ESAN (2023).
Moot Court Competitions: Represented the PUCP School of Law at the XIII International Arbitration Competition, organized by Universidad de Buenos Aires (2020), and the XIII International Arbitration and Commercial Law Competition, organized by Universidad Carlos III de Madrid (2021).
