Omar Soca

Omar holds a law degree from the Pontificia Universidad Católica del Perú (PUCP) Law School. His practice focuses on antitrust & competition, economic regulation, and administrative law. He also has experience in civil law and arbitration. Throughout his career, he has advised companies across various sectors, including financial services, payment systems, retail, cement, infrastructure, energy, and oil & gas. Omar is fluent in English.

Professional experience

Associate in the Regulation and Competition Practice Group at Bullard Falla Ezcurra+ since 2018. His practice includes advising clients in administrative proceedings before regulatory authorities, assessing and designing commercial strategies, and implementing compliance programs.

Previously, he served as a Legal Specialist at the National Directorate for the Investigation and Promotion of Free Competition at INDECOPI, where he participated in investigating and assessing anticompetitive conduct nationwide, as well as developing regulatory proposals. He represented the Directorate in APEC’s Competition Policy and Law Group as part of the working group on investigative methodologies for anticompetitive practices. He was also part of the team responsible for drafting the Leniency Program Guidelines (2017), which won an award at the 2018 Antitrust Writing Awards, organized by Concurrences and the George Washington University Competition Law Center.


Academic Activity

Teaching Assistant for the Competition Law course at Pontificia Universidad Católica del Perú and the Regulation & Antitrust course at Universidad del Pacífico. Previously, he served as a Teaching Assistant for Special Contracts at PUCP.

Head of the team responsible for drafting the case problems for the 2019, 2020, 2023, 2024, 2025, and 2026 editions of the Moot de Libre Competencia, an academic competition co-organized by Bullard Falla Ezcurra + and Universidad del Pacífico.

Speaker at various specialized conferences and lecturer in INDECOPI’s XX University Extension Course on Competition Policy and Intellectual Property.

Former member and Director of the Research Committee at IUS ET VERITAS, a law student civil association at PUCP. He has also coordinated specialized publishing projects in competition law.
