Law as a tool of change

Lucia joined BFE+ in 2017. As a legal practitioner, she has always strived to have an impact on public policy transformation. Lucía holds an LL.M. from the University of Michigan, United States, and earned her LL.B. from Pontificia Universidad Católica del Perú (PUCP). Prior to joining BFE+, she had a long professional journey in competition law as well as in regulation of public services, her areas of expertise, not only in the public sector (OSIPTEL, 2003-2007) and private sector (Santiváñez Abogados, 2007-2012), but also abroad, advising several governments as an expert lawyer in regulation and competition at the World Bank Group in Washington, D.C. (2013-2017). Returning to Peru meant a commitment to achieve a balance between her various areas of interest and contributing to Peru’s development. In BFE+, she found the space to achieve this goal.

Had she chosen another profession, Lucía would have enjoyed being a scientist or a researcher, although she would have missed the human contact inherent in legal practice. This explains why she also enjoys teaching, which she blends with her passion for traveling and reading. Memoirs of Hadrian by Marguerite Yourcenar is her favorite book. In 2020, Lucía became the first female senior associate to make partner at BFE+. She defines this journey as a complex, but truly rewarding path: “We grow stronger in diversity. BFE+ is in it for the long haul”.
